Most online JPG-to-PDF converters upload every photo to a server, convert it there and send a file back. JPG files are embedded exactly as they are when quality is set to Original, so the PDF is as sharp as your photos and roughly the same total size. Rotated photos and the smaller quality settings are re-encoded once. iPhone HEIC photos are converted locally before they go into the PDF. Once you have the file, you can still reorder, rotate or delete pages, merge it with other PDFs or add more photos to an existing PDF.

Not with the default Original setting — JPG files are placed into the PDF without recompression. Only rotated images and the High/Medium/Small settings are re-encoded, which you choose when you want a smaller file.
