What actually happens when you use a typical PDF merger

You pick your files. A progress bar runs. A download appears. Between those steps, your PDFs travelled to a data centre, were opened and combined by a program there, and were stored — for an hour, for a day, for however long the privacy policy says. Most reputable services do delete them. But for the duration, a copy of your contract or bank statement existed on a machine you do not control, reachable by staff, logs, backups and anyone who breaches them.

The alternative: merge in the browser

Modern browsers can read, parse and write PDF files locally, using a JavaScript library that runs on your own device. A merger built this way never makes a network request with your file in it. Limitations, honestly
